Организационная структура номенклатурной работы в Белорусской ССР в 1920-1930-е гг.

Abstract

В статье рассматриваются вопросы организационного обеспечения номенклатурной практики работы комитетов КП(б)Б в 1920 - 1930-е гг. Статья подготовлена на основе анализа материалов Национального архива Республики Беларуси, а также опубликованных в изучаемый период партийных решений по вопросам номенклатурной практики. Отмечается, что в 1920 - 1930-е гг. в организации номенклатурной работы шел поиск форм, отвечавших менявшимся приоритетам развития советского общества. Характерным являлось чередование тенденций централизации (концентрация кадровой работы в единых учетно-распределительных органах в 1920-е гг. и в конце 1930-х гг.) и децентрализации (распределение кадровой ответственности между партийно-отраслевыми и производственно-отраслевыми отделами парткомов) построения системы органов, непосредственно отвечавших за учет и подбор руководящих номенклатурных кадров.

The article deals with the issues of organizational support of the nomenclature practice of the work of the KP(b)Belarus in the 1920s - 1930s. The article is based on the analysis of the materials of the National Archive of the Republic of Belarus, as well as party decisions on nomenclature practice published in the 1920s and 1930s. It is noted that in the 1920s - 1930s, the organization of nomenclature work was searching for forms that most corresponded to the changing priorities of the development of soviet society. Characteristic was the alternation of trends of centralization (concentration of personnel work in unified accounting and distribution bodies in the 1920s and late 1930s) and decentralization (distribution of personnel responsibility between party-branch and production-branch departments of party committees) of building a system of bodies directly responsible for accounting and selection of senior nomenclature personnel.
