Местные органы государственной власти и управления БССР: механизм восстановления и организационная структура (1943-1945 гг.)

Abstract

Статья посвящена вопросам восстановления советской системы местных органов власти и управления на освобожденных от нацистской оккупации белорусских землях в 1943-1945 гг. Отмечается, что процесс восстановления определялся условиями военного времени и текущими задачами восстановления разрушенного войной народного хозяйства. Во-первых, воссоздание местной вертикали власти осуществлялось вне выборных процедур решениями партийных комитетов первоначально в виде оперативных партийно-советских групп, затем - восстановленных исполкомов Советов. Во-вторых, для решения задач, порожденных войной и оккупацией, в структуре местных исполкомов Советов создавались новые управления и отделы.

The article is dedicated to the questions of restoration of Soviet system of local bodies of power and governing in the Belarusian territory set free from Nazi occupation in 1943-1945. It is marked that the process of restoration was defined by the conditions of war time and the current problems of restoration the national economy ruined by the war. Firstly, restoration of the local line of command was conducted out of elective procedures by decisions of party committees originally as operative party-Soviet groups and later as restored Soviet executive committees. Secondly, for solution of problems caused by the war and occupation new administrations and departments were created in the structure of local Soviet executive committees.
