Проблемы управления лесным хозяйством Беларуси с целью перспективной организации производства

Abstract

Показана динамика развития теории организации управления и ее применение в лесном хозяйстве. Приведены основные принципы современной организации производства и управления в лесном хозяйстве Беларуси, выполнение которых обеспечивает реализацию основной цели лесного хозяйства – полное удовлетворение потребностей народного хозяйства в древесине, других продуктах и экологических функциях леса. Описана современная система функционирования и финансирования лесного хозяйства, которая включает до 30 % поступлений из республиканского бюджета и 70 % получаемых доходов от реализации продукции, выполнения работ и оказания услуг на основе хозрасчета. Отмечено, что основной деятельностью лесного хозяйства должно быть лесохозяйственное производство. Однако в настоящее время экономические интересы отрасли и государства вынуждают лесхозы в значительной степени заниматься лесозаготовками и переработкой древесины. Высказано утверждение, что в перспективе основной деятельностью лесного хозяйства в соответствии с теоретическими положениями экономики лесного хозяйства станет лесохозяйственное производство (воспроизводство лесов), а финансирование будет обеспечено за счет рентных платежей. Представлены возможные методы организации производства в этом случае.

The article presents the dynamics of development of management organization theory and its application in forestry. It also presents the main principles of the modern organization of production and management in the forestry sector of Belarus, the implementation of which ensures the implementation of the main goal of forestry – full satisfaction of the needs of the national economy in wood, other products and environmental functions of the forest. A modern system for the functioning and financing of forestry is described, which includes up to 30% of revenues from the national budget and 70% of income received from the sale of products, the performance of work and the provision of services based on self-calculation. It has been noted that the main activity of forestry should be forestry production. However, at present, the economic interests of the industry and the state are forcing forestry to a large extent to engage in logging and wood processing. It was argued that, in the future, the main activity of forestry in accordance with the theoretical provisions of the forestry economy will be forest production (reproduction of forests), and financing will be provided through rent payments. The article also presents the possible methods of production organization in this case.
