Становление советской номенклатурной системы в БССР (1920-е гг.)

Abstract

The article attempts at the analysis of the nomenclature system formed in BSSR in the 1920s. The process of organizational registration of the nomenclature begins since1923: special party registration and distribution structures are created, nomenclature lists are formed, the system of the department accounting of high ranking officials of the central and local government, economic, cooperative and trade-union bodies is formed. It is noted that the nomenclature approach contradicted the officially proclaimed elective principle for all authorities fixed in the Soviet constitutions.
